지방 사회복지 보조금제도 개편과제:국고보조율제도 개선을 중심으로

Abstract
In Korea, the share of social welfare expenditure out of local governments' budgets has been rapidly increased since 2002, because of the national demographic change and the transition of fiscal policy orientation from economic development to social welfare. The high growth rate of social welfare expenditure is influencing in a variety of ways the revenue and spending structures of local governments, which face highly rigid budget constraints. In this paper, we examine the national specific grant programs and show the drawbacks of the current system, which focuses on the standard rates of subsidies. Based on our investigation, we suggest policy options for improving the system of standard subsidy rates in the national specific grants. In particular, the national specific grants should be revised in the directions of raising standard rates of subsidies and reducing the gap of standard rates between Seoul and other local governments. The differential subsidy rates applied only in social welfare sector are suggested to be revised with narrowing width of those rates and reflecting characteristics of governmental fiscal systems.
