경제자유구역 지배 구조의 성과 요인에 관한 연구 - 인천경제자유구역(IFEZ)의 지배구조를 중심으로 -

정부는 2002년 “동북아 비즈니스 중심국가 건설”을 목표로 경제자유구역 지정을 추진한 바 있다. 경제자유구역은 당초 규제완화, 외국인 정주여건 조성, 인센티브 제공 등을 통하여 외국인투자유치 활성화를 꾀한 제도였지만, 개발부진과 저조한 투자유치 등으로 실효성에 대해 의문이 지속적으로 제기되어 왔다. 특히 경제자유구역청의 지배구조와 관련해서는 복잡한 구조로 인해, 거버넌스 구조가 비효율적이라는 비판이 적지 않았다. 중앙정부(산업통상자원부)에 경제자유구역위원회와 기획단이 설치되어 있지만, 사업 인･허가권은 여전히 중앙의 각 부처에 있으며, 광역지자체 조합이나 출장소로 되어 있는 경제자유구역청은 권한 행사에 많은 제약이 따른다. 본 논문에서는 인천경제자유구역청(IFEZ; Incheon Free Economic Zone)을 대상으로 경제자유구역의 지배구조가 성과에 미치는 영향을 분석하고자 한다. 이를 위해 지배구조의 개념적 구성요인을 이론적으로 도출하고, 요인들이 성과에 미치는 영향을 실증적으로 분석하였다. 분석 결과 청장의 권한 수준과 규제완화 및 분권 수준이 경제자유구역청 성과에 부정적인 영향을 미치는 것으로 나타났다. 반면 중앙정부기관의 역할 및 기능은 성과에 가장 큰 긍정적인 영향을 미치는 것으로 나타났다. 그러나 이러한분석 결과는 지자체로의 분권이나 규제완화 수준이 미흡하다는 것을 반증하는 것으로, 제도적 개선의필요성을 시사한다.
Abstract
FEZ(Free Economic Zone) has attempted to achieve vitalization of foreign direct investment(FDI) through deregulation, improving conditions of alien settlement, giving incentives for foreign corporate and etc. However, many experts have criticized the government's policy about FEZ, for the reasons as absence of development strategies and shortage of FDI performance. This study focuses on Incheon Free Economic Zone(IFEZ) Authority to analyze governance factors influencing the performance of IFEZ through survey. According to the result of analysis, the role of central government is most important factor influencing IFEZ performance. But the results imply the lower level of deregulation and empowerment of central government's power. So we suggest that central government's power should be empowered to the local authority. And we also found out that the central government's financial support and IFEZ Authority's good relation with stakeholders and investors are also important factors on IFEZ authority performance.
