A Study on Vicious Circle' action of the Dilemma Situation - Focus on the Case of disposal of radioactive waste in Buan

Abstract
The purpose of this study is to investigate the vicious circles's action by analyzing the case of disposal of radioactive waste in Buan through dilemma theory. The following are the main findings we are analyzed in case: First, This dilemma has been brought by situation and context such as the social value system, strategic's action of policy participants, policy decision' ability. second, the dilemma situation defined as two alternative, impossibility of comparison, unavoidability of choice, opportunity loss are have been confronted with and severe difficulty in decision making. Third, we observed various vicious circle' actions. there contained 'symbolic reaction', 'imputation', 'stop-go policy' etc. forth, these result led to policy failure and government distrust. In conclusion, this study shows implications that the process of procedure rationalization based on Habermas' communication and Deising' political rationalization should be serious take into account the policy area.
