Abstract
This study identified problems related to the innovation of local science and technology and suggested solutions for the problems through the analysis of the General Plan for Local Science and Technology Promotion. The results of this study suggest that the General Plan for Local Science and Technology Promotion invests a large amount budgets in laying the foundation for the innovation of local science and technology while the investments are not closely associated with other areas. In addition, projects and the budget financing are initiated rather by the central government than by local governments, which shows that the role of local government is highly restricted. In order to induce the spontaneous innovation of science and technology led by local governments, it is necessary to make efforts to strengthen local governments' capacity for the innovation of science and technology, to promote demand-oriented policies for the innovation in consideration of the characteristics of local companies, and to reinforce infrastructure for the innovation of local science and technology.
