Abstract
New industrial policy of Korean government stresses decentralized innovation system based on the horizontal cooperative networks among each innovative actors. And the regional industrial policy focuses on building a horizontal and decentralized innovation system. In this regards, building the regional innovation system is one of the most important tasks of new industrial policy of Korean government.In this paper the goal and tools of new regional industrial policy were examined. Korean government regards the goal of new regional industrial policy as the balanced development of the whole nation, and focuses on building the regional innovation system and decentralization as the prime tools of new industrial policy.But, contrary to the belief, in the process of building the regional innovation systems, regional disparity can be increased, by picking the winner under the growing competition among competing regions in the global economy. In addition, decentralization would lead to the efficient allocation of resources, instead of resulting equal distribution of resources among regions.
