우리 사회에서 계층 격차가 심화되고 교육 관련 이해 집단간 갈등과 대립이 첨예화되면서 그 해결책의 하나로 공동체 및 교육공동체의 의미를 새롭게 조명하고 구성원간 상호 존중과 신뢰를 회복하기 위한 다양한 방법들이 모색되고 있다. 본 연구의 목적은 교육복지공동체의 성격과 구현방안을 시론적으로 모색하는데 있다. 이를 위하여 문헌연구에 기초하여 공동체에 대한 관심과 논의의 변천 과정을 통시적으로 개괄하고, 이를 바탕으로 교육공동체의 개념과 형태를 분석하였다. 교복투 사업을 매개로 한 교육복지공동체는 교육적 동기, 복지적 동기 및 문화적 욕구충족 동기에 기초하고, 취약계층 학생의 권리 보장 및 공동선을 실현하려는 공동체적 성격을 지닌다. 평등과 차등의 원리를 통합하여 분배하는 공동체적 성격을 지니며, 다양한 형태의 교육공동체의 성격을 포괄하는 다차원적 성격의 공동체이다. 교육복지공동체를 구현하기 위해서는 구성원간 신뢰형성, 기능적 지역사회를 만들기 위한 구성원간 촘촘한 유대망 형성, 지역 실정에 맞는 네트워크 구축, 공동체교육이 필요하다. 교복투 사업이 단순히 취약계층 학생을 위한 복지사업으로 그치는 것이 아니라 교육복지공동체로 발전할 때 해체된 지역사회를 회복시키는 구심점 역할을 할 수 있을 것으로 기대된다.
Abstract
There has been increasing concerns and discourses on a communal society and an educational communal society in Korea. This is because a gap between rich and poor in general society, and conflicts among interest groups in educational society. The purpose of this study is to explore the characteristics and the implemental methods of the educational welfare communal society. Based on the literature review, the researcher has articulated the historical background on the concerns and discourses of a communal society. Based on the analysis, the researcher has figured out the concept and types of the educational communal society, and the characteristics and implemental methods of the educational welfare communal society. The findings of the study reveal the characteristics of the educational welfare communal society as follows: it is the society based on educational, welfare and cultural motivation, security of rights for poor class youths and common goods, integration and allotment of the principles of equality and disparity, and comprehensive and multi-dimensional characteristics of communal society. The results of the study also indicate the implemental methods of the educational welfare communal society as follows: construction of trust among members, building a closed social network for the functional society, establishment of a customized network, and communal society education. Based on the results, this study suggests that if the policy of educational welfare priority area has not been confined to well-being of the poor class youths, and since the educational welfare communal society will be the pivotal point on the recovery of disorganized community, it is a sine qua non to develop the policy of the educational welfare communal society in Korea.
