Abstract
Information policy in local governments has been widely acknowledged as a strategy for the better services and for the better utilization of the local government's information and its networking system. Thus this paper suggested the local government information policy as the strategy for the information network by an analytical model; 1)core values of the information policy from both individual citizen's level and local commonality one, 2)motivational analysis among local administration, citizen, and politics, 3)reforming an organization and/or bureau of local information policy as a special department, an expert organization, and an information committee, and 4)impact analysis and outputs from information and policies for structuring networking and integrating management of information and knowledge. Thus, this paper concluded that the mapping of information policy in local government is based on the information recognitions, the goals of information programs, the productions and communication of informations and knowledge, and to the global level. Furthermore, this study issued the change of the local government' information system from the current line-organization to staff system in the long term.
