이 논문은 한반도통일에 큰 영향을 미치고 있는 최 근 국제질서의 특징을 살펴보고, 남북관계 변화의 주된 요인으로 작용하고 있는 박근혜정부의 통일정책인 한반도 신뢰프로세스를 검토해 본 후 박 정부가 나아가야 할 통일정책 방향을 제시해 보는데 목적이 있다. 박근혜정부의 한반도 신뢰프로세스의 핵심은 남북한 간 신뢰를 바탕으로 남북문제를 안정적․지속적으로 추진해 통일의 초석을 쌓겠다는 것이다. 신뢰의 지수가 높을수록 남북관계는 보다 안정적으로 발전할 수 있다는 점을 강조하고 있다. 하지만 현재 진행되고 있는 개성공단 사례를 놓고 볼 때, 지금까지 추진된 한반도 신뢰프로세스의 전반적 내용에 아쉬운 부분을 발견할 수 있다. 한반도 신뢰프로세스가 의도하는 목표를 달성하기 위해서 정부는 다음과 같은 점을 염두에 두고 추진할 필요가 있다. 첫째, 남한은 거시적 안목을 가지고 북한에게 적극적으로 대화 를 제의해야 한다. 둘째, 압박과 대화라는 두 전략을 융통성을 가지고 효과적으로 활용해야 한다. 셋째, 북한의 비핵화를 주장하되 이를 대화나 교류의 전제조건 으로 삼아서는 곤란하다. 넷째, 통일정책을 추진함에 있어 한미관계와 한중관계를 슬기롭 게 조정할 필요가 있다. 다섯째, 정부는 국민들과 진솔한 대화의 장을 마련해 남남갈등 을 줄이는 노력을 기울여야 한다.
Abstract
This paper is to examine the characteristics of recent international order influencing the unification between South and North Korea, and the Trust-building Process on the Korean Peninsula of Park, Geun-hye Government, and to suggest directions of unification policy of current government. The core of the Trust-building Process on the Korean Peninsula is to set a stepping stone for unification of Korean Peninsula by stably and constantly dealing with mutual problems. The process emphasizes that the higher the trust index between the two Koreas gets, the better the relationship between the two will be. However, considering the example of Kaesong Industrial District, there has been overall regrets in the Trustbuilding Process. In order to accomplish the intended goal of the process, the unification policy needs to change as follows. Firstly, it is needed that Park's government is to actively propose a dialogue with macroscopic viewpoint. Secondly, strategies of appeasement and pressure which are on the other side of the coin should be applied with flexibility in the Trust-building Process on the Korean Peninsula. Thirdly, we need to insist on denuclearization of the North without the fact being prerequisite for any type of communication between South and North Korea. Fourthly, when carrying forward unification policy, we need to wisely adjust the relationship between S.K. and China, and S.K. and U.S.. Lastly but not least, the government is required to provide a sincere dialogue with our citizens to lessen conflicts in South Korea
