Abstract
This study starts to raise a question why Korean public governments mainly think of Internationalization as outward internationalization, which caused imbalance between inward one and outward one among most Korean local governments. Foreign residents in Korea has increased rapidly during 1995-2005, the number of legal foreigners are approximately 470,000. if undocumented immigrant workers are added, The ratio in total population reaches up to 1.3% as much as in Japan. Over 6 million foreign tourists visit local cities every year. Nevertheless, The local governments policy for foreingers stay in the beginner stage, and are greatly wanted for making foreigner- oriented policy except some cities such as like Seoul Metropolitan City, Ansan -City, Sungdong-Ku. By building up the careful management and policy for foreign residents in the newly created multicultural public sphere, The local government can cope with the urgent needs of inward internationalization.
