Abstract

This study analyses a functional readjustment of Korean field administrative offices from a perspective of optimal governance of public service deliverly. Upon the premise that a disagreement regarding the functional adequacy of the field offices is caused by the lack of a proper theoretical perspective, this study develops an optimal governance model of public service deliverly from transaction costs approach. Applying the model in analysing the functions of the field offices in areas such as labor, national land construction and environmental preservation reveals that the field offices are considered suboptimal method to govern such functions. Specifically, while the optimal governance model for each function differ depending on areas, the governance model can be developed combining such diverse governance mechanisms as trilateral, bilateral and unified governance mechanisms. Therefore, it is clear that the functional readjustment of the field administrative office is indispensible viewed from the perspective of optimal governance of public service deliverly.
