A Study on Developing Indicators Measuring Local Low Carbon Green Competitiveness - the Case of Gyeonggi-Do -

Abstract
The study aims to develop low carbon green competitiveness indicators for local governments and to apply them to 31 municipalities of Gyeonggi-Do. Responding to the challenge of climate change and the crisis of energy and economy, the government announced 'low-carbon green growth' as a new national policy keynote, and formulated the national strategy and the law. Achieving the national goal should be accompanied by well-coordinated local strategies and community capacity to lead the way to a low-carbon society. Based on the low-carbon society framework, indicators have five categories characterizing low carbon green competitiveness as low-carbon, sustainable infrastructure, green economy, low-carbon lifestyle and practices, and policy capacity. The result of their application shows that Anyang ranks first and Yeoncheon ranks last in the overall index. However, the indicators could be better used to examine local conditions and identify the priority toward a low-carbon green society rather than rank the local governments. The indicator system needs to be modified in the future with the data base improved.
