Abstract
This study examines opportunities for and obstacles to mitigation of climate change at the local level in Korea. The climate change issue is usually seen as the province of the national government and international regimes, but local actions should be taken because local governments are responsible for land use, public transport, development plan, energy management and waste management. Local governments can control GHG emission in many ways but several obstacles also exist. The role of local governments to tackle the climate issue has not been recognized by the national government, which is unlike even US and Australia which refused to participate in Kyoto Protocol. The analysis shows that even though many programs and projects related to climate change are being carried out by local governments, the institutional and political barriers at local levels as well as higher government levels limit local efforts to move toward policy actions.
