Restructuring Strategies of Special Local Administrative Agencies in Korea:A Comparison of Functions between Special Local Administrative Agencies and Local Governments

Abstract
The purpose of this study is to suggest the restructuring strategies to transfer the functions of special local administrative agencies to local governments. This study compares the functions and organizational structures of special local administrative agencies and local governments for the management of national roads & rivers, small businesses, oceans & harbors, food & drug, labor, mountains & forests, and veterans affairs. The policy implications of this study for restructuring special local administrative agencies are as follows. First, the affairs of special local administrative agencies should be transferred to local governments by the incremental ways to consider local government's priorities, rather than all-out ways. Second, the central government should transfer budget as well as officers of special local administrative agencies to local governments. Finally, the central government should make provision against some challenges associated with restructuring strategies to transfer the functions of special local administrative agencies to local governments such as losses of consistency and regional equity of national affairs.
