Abstract
The purpose of this study is to analyze the perception of local and central governments officials directly related to the administrative devolution for those outcomes, extent of settlement and prerequisites to achieve efficient devolution. We analyzed the perception of local and central government officials who are involved in the administrative devolution in 3 central governments’s field agencies including Regional Construction Management Administration, Regional Marine Affairs & Port Office, and Korea Food & Drug Administration. We found that there are obviously different perception between local and central government officials. With regards to the achievement of administrative efficiency, cost reduction, improvement of local capacity and so on, central government officials have somewhat negative perception while local government officials have more positive perception. Furthermore, central government officials view that securing professionalism is an important prerequisite for achieving efficient devolution. On the other hand, local government officials represent that fiscal and manpower supports are preceded in order to achieve efficient devolution. This study provides implications that negative perception toward administrative devolution are resolved and also fiscal and manpower supports to local governments are preceded in order to accomplish efficient devolution.
