본 연구에서는 국가 수준 인성교육 정책에서 도덕교육이 지녀야 하는 역할을 설명하며, 그 구체적 방안을 제안하였다. 먼저 국가 수준 인성교육 정책의 목적을 분명히 하기 위하여 「인성교육진흥법」의 제정 과정을 확인하는 한편, 인성교육 정의를 정책 수준에서 초점화하고 그 자체의 교육적 논리를 강조해야 함을 역설하였다. 다음으로 국가 인성교육 정책 측면에서 인성교육과 도덕교육의 관계를 분석하며, 공정성 중심의 도덕교육이 포괄적 접근의 인성교육에 있어서 필요조건이 되어야 함을 논증하였다. 마지막으로는 국가 수준 인성교육 정책에서 공정성이라는 도덕교육 논리가 정책 논리인 ‘지속가능성’으로 치환될 수 있음을 주장하며, ‘지속가능한 국가 인성교육 정책’의 가능성을 인간상, 비전, 목표, 추진 과제 등을 통해 구체화하였다.
Abstract
This study explores the role of moral education within national-level character education policy and proposes specific measures for its realization. First, to clarify the aims of such policy, it reviews the legislative process of the Character Education Promotion Act and argues for refining the definition of character education at the policy level while underscoring its intrinsic educational rationale. Second, it analyzes the relationship between character education and moral education, demonstrating that fairness-centered moral education serves as a necessary foundation for a comprehensive approach to character education. Finally, it contends that within national policy, the moral-educational logic of fairness can be reinterpreted as the policy logic of “sustainability,” and elaborates the potential for a “sustainable national character education policy” by articulating human ideals, vision, goals, and policy tasks.
