한국 사회는 2024년 12.3 계엄 이후 지나친 가치 혼란을 겪고 있다. 이 사안은 2025년 4월 4일 헌재의 대통령 파면, 대통령 선거로 일단락되었지만, 시민교육에 대한 새로운 통일 가치를 논의할 시점에 놓여 있다. 한국의 통일 가치는 새롭게 건설된 이재명 정부가 통일 논의의 현실화를 위해서는 통합적인 통일교육의 전략을 열어 놓아야 한다. 먼저 이재명 정부는 유엔총회 기조연설을 통해 대통령은 한반도의 냉전을 종식할 방법론으로 이른바 ‘엔드 (END) 이니셔티브’를 제시하였다. END 이니셔티브는 ‘교류 (Exchange)·관계 정상화 (Normalization)·비핵화 (Denuclearization)’의 영문 첫 글자를 딴 것이다. 즉 교류와 관계정상화 그리고 비핵화를 구상하였다. 이러한 조치가 통일교육을 보다 선명하게 구축하여 최대한 국민들이 합의할 수 있는 통일교육 방안으로 구축할 수 있는 여지를 만들었다. 이러한 사회적 성찰의 신사고를 통일교육에 접목하여 이끌어야 한국 사회가 자유와 번영 그리고 평화, 안보를 강화하고 확산하는 남남갈등 완화의 길을 갈 수 있을 것이다.
Abstract
In Lee Jae-myung‘s keynote address at the UN General Assembly, the Lee Jae-myung administration proposed the so-called "END Initiative" as a methodology for ending the Cold War on the Korean Peninsula. The END Initiative is an acronym for "Exchange," "Normalization," and "Denuclearization." Specifically, it envisions exchange, normalization, and denuclearization. This initiative has created the opportunity to more clearly define unification education and establish a unification education plan that maximizes public consensus. Only by incorporating this new social reflection into unification education can Korean society embark on a path toward mitigating inter-Korean conflict, strengthening and expanding freedom, prosperity, peace, and security.
