Abstract
This paper analyzes whether citizens’ participatory budgeting system can play the citizens control devices role on the financial operations of a local government in financial crisis. We analyzed operating status of Gwangju buk-gu, Ulsan dong-gu and Daejon daeduk-gu which is exemplary operating citizens’ participatory budgeting system. The result of the analysis indicates citizens’s participatory budgeting system is not the role of civil control device on the financial operations. Residents’ opinions are reflected under 2% in this budget. The case of Porto Alegre, Brazil, on the other hand,20% is reflected. If citizens’s participatory budgeting system is the role of civil control device on the financial operations, citizens’s participatory budgeting system will be changed as follows. First, Itself not only business of local government, all business will be available for residents to participate. Second, after residents’opinions are discussed by a one-year feasibility study, two years after the final budget will need to reflect. Third, residents opinions will be reflected in the budget to expand the scope of budget participation and to extend the period of activity of the citizens' committee
