대외원조(foreign aid)는 중국 대외관계의 중요한 구성부분으로서 개도국들과의 우호적 협력관계를 유지하고 발전시키는 주요 방식이자 통로의 역할을 수행해 왔다. 중국은 스스로를 원조 ‘공여국’이 아닌 ‘개도국 파트너’로 설정해 왔으며, 다른 개도국과 동등한 상호협력을 통한 발전을 강조함으로써 남북협력(North-South Cooperation)에 기반한 전통적인 대외원조개념보다는 남남협력(South-South Cooperation) 차원의 보다 호혜적이고 포괄적인 원조개념을 제시해 왔다. 주지하다시피 개혁개방 이후 중국은 급속한 경제성장을 통해 지역 강대국에서 세계적 강대국(G2)으로 변모해 왔으며, 이에 따라 국제사회로부터 강대국으로서의 책임을 요구받아 왔다. 이러한 상황적 요구에 부응하여 중국은 최근 들어 대외원조의 규모와 대상을 점차 확대하고 있는 추세이며, 그 방식과 메커니즘에 있어서도 발전추세가 두드러진다. 본 연구는 일종의 ‘블랙박스’라 할 수 있는 중국 대외원조의 특성과 메커니즘에 대한 이해를 제고시키는 것을 목적으로 하며, 이를 위해 우선 중국 대외원조의 역사적 변천과정과 특성에 대한 고찰을 통해 중국의 대외원조관과 함께 대외원조 정책의 지속성과 변화를 규명하였다. 이와 동시에 최근 들어 새롭게 정립되고 있는 중국 대외원조의 관리체계와 메커니즘, 그리고 그 문제점에 대해서 분석하였다. 분석결과 중국의 입장에서 대외원조는 지속적 경제성장을 담보하고 국제적 영향력을 확산시키는 수단이지만, 내정불간섭을 특성으로 하는 중국의 대외원조 행태는 일종의 ‘부메랑 효과’로서 중상주의적 이익 추구와 ‘불량국가’ 지원이라는 국제사회의 여러 비판에 직면하고 있는 딜레마적 상황을 유발하고 있다. 따라서 중국은 대외원조에 있어 국제적 규범과의 조화, 투명성 제고, 원조공여국간 협력 및 조정 강화, 성과평가체제 구축 등 대외원조와 관련한 질적 수준 향상을 위한 개선과제를 안고 있다. 최근 중국이 DAC 등 국제기구와 파트너십을 구축하거나 일본 등 다른 공여국과 협력을 도모하고 있다는 점에서 한국의 경우도 중국과의 대외원조 분야의 협력사업을 적극적으로 추진할 필요가 있으며, 중국 대외원조의 변화와 발전추세에 대한 지속적인 관심과 연구가 요망된다.
Abstract
This research analyses the characteristics and mechanism of China’s foreign aid. To better understand the characteristics of Chinese aid, this research first reviews the evolution of China’s position as a donor and recipient over the past 60 years and then explores the ‘Beijing Consensus’ in comparison to the ‘Washington Consensus’ as a new development paradigm. China, as one of the world’s fastest growing economies, is exercising its soft power as a diplomatic tactic and economic tool to secure natural resources overseas and export markets in developing countries. The current form of Chinese aid relying strongly on preferential loans combined with economic cooperation package originated in 1994 when the Chinese Exim bank was established. On the positive side, China contributes to the overall volume of global aid and fills the serious financial gap in developing countries. The Chinese foreign aid model is also interpreted as an alternative development paradigm with an emphasis on the government’s role in introducing the market economy. Yet there are opinions in opposition, expressing concerns over non-conformity of China’s independent aid practices with international guidelines. The most common criticism is around its non-intervention and the high proportion of tied loans. It is important to have a balanced perspective on Chinese foreign aid and search for effective strategies to work with China.
