내정불간섭 對 강대국의 책임 - ‘불량국가’ 원조사례를 통해 본 중국 대외원조의 딜레마 -

중국은 개혁개방 이후 급속한 경제성장을 통해 세계적 강대국(G2)으로 부상하고 있으며, 대외원조라는 수단을 통해 ‘베이징 컨센서스’라는 중국식 개발모델을 개도국들에 확산하고 있다. ‘내정불간섭 원칙’에 입각한 중국의 대외원조와 그 확대추세는 개도국들의 환영을 받기도 하지만, 제3세계 ‘불량국가’를 지원하는 물적 기초가 될 수있다는 점에서 국제사회의 우려와 함께 ‘중국위협론’의 재등장을 불러일으키기도 한다. 오늘날 국제사회로부터 ‘책임있는 강대국’(负责任的大国)으로서의 의무를 요구받고 있는 중국으로서는 일종의 딜레마 상황에 처해 있다고 볼 수 있다. 본 연구는 전형적인 ‘불량국가’로 간주되고 있는 미얀마와 수단에 대한 중국의 대외원조 사례분석을 통해 중국이 직면하고 있는 대외원조의 딜레마, 즉 ‘내정불간섭’과‘강대국의 책임’간의 길항관계를 분석하고자 하였다. 분석결과, 중국은 일정한 행동양식의 변화 속에서도 ‘내정불간섭 원칙’을 일관되게 견지함으로써 미국 및 서방국가들의 제재 속에 있는 개도국에 대한 영향력을 확대하고 있으며, 원조 수혜국의 전략적가치와 그들과의 관계 위상, 그리고 추구하는 목표 및 이익의 차이에 따라 각기 상이한 원조방식과 내용을 채택하고 있음을 알 수 있다. 한편으로 중국은 국제사회의 비난과 압박을 고려하여 대외원조를 ‘불량국가’에 대한 일정한 정책적 변화를 유도하는수단으로 활용하는 등 ‘책임대국’의 위상을 제고하는 방안도 동시에 추진하고 있다.
Abstract
China has risen to G2 through rapid economic growth during the past three decades of reform and opening up, and expanded “Beijing Consensus” as its developing model to developing countries by means of foreign aid. China’s foreign aid based on non-intervention has been welcomed by developing countries. Nevertheless, it brought a recurrence of China’s threat to international society in that it could be a foundation supporting “rogue states” in the third world. On the one hand, China has been accused of backing corrupt elites in “rogue states” in exchange for exploitation rights or other forms of access to raw materials,in the process undermining Western initiatives to fight corruption and enhance governance standards. On the other hand, increasing trade and investment relations as well as Chinese foreign aid and project finance offer new opportunities to some of the poorest countries in the world. This study examines China’s dilemma of foreign aid through case studies on foreign aid to Myanmar and Sudan, which are regarded as typical “rogue states”. This helps understand China’s direction of foreign aid to North Korea, which has been a new resource and market supplier for China
