인구감소로 인한 지역경제활성화와 지역균형발전을 도모하기 위해 2023년 시행된 고향사랑기부제정책은 정책의 시의성에도 불구하고 정책 시행으로 인한 경제적인 효과는 상대적으로 미흡하게 제시되었다. 따라서, 본 연구는 2023년 고향사랑기부제 정책 시행 후 기부 전체 자료를 활용하여 고향사랑기부제로 인한 경제적인 영향을 행정체계, 인구규모, 인구감소지역 유형별 소득 및 소비 변화와 유형별소득격차 변화로 도출하여 실증적인 경제적 영향을 파악하였다. 고향사랑기부제 정책은 기부자에 대한 세액공제 혜택을 통해 정책의 활성화를 고려하였다. 특히, 기부지역은 기부자에 대한 답례품 제작으로 지역 산품에 대한 생산효과 증대가 이루어졌다. 고향사랑기부제 정책 시행으로 도출되는 경제적인 효과는 행정체계별로는 구, 인구규모 30만∼50만 미만, 비인구감소지역인 기초자치단체에서 소득과 소비를 증대시켜 정책의 경제적인 성과가 견인되었다. 더불어, 고향사랑기부로 인한 세액공제는 행정체계별로는 군, 인구규모별로는 5만∼50만 이하, 인구감소지역의 소득격차를 완화하는 효과가 파악되었다. 특히, 고향사랑기부제 정책 운영은 소득과 소비 증가 외에조세로 인한 가처분소득 감소 영향을 상쇄시키는 부가적인 효과가 존재하는 것으로 나타났다.
Abstract
The Hometown Love Donation Policy, which was implemented from 2023 to promote regional economic revitalization and balanced regional development due to population decline, was relatively insufficient in presenting economic effects due to the initial operation of the policy despite the timeliness of the policy. Therefore, this study empirically identified the economic effects of the Hometown Love Donation Policy by analyzing changes in income and consumption by administrative system, population size, and type of population decline region and changes in income gap by type using all donation data after the implementation of the Hometown Love Donation Policy in 2023. The use of the Hometown Love Donation Policy provides tax deduction benefits to donors, and this was considered to activate the policy. In particular, the donating region increased the production effect of local products through the production of thank-you gifts for donors. The economic effects derived from the implementation of the Hometown Love Donation Policy increased income and consumption in administrative systems such as districts(Gu), local autonomies with a population of 300,000 to 500,000, and non-population decline regions, confirming the economic performance of the policy. In addition, the tax deduction due to hometown love donation was found to have the effect of alleviating income gaps in regions(Gun) by administrative system, in areas with populations of 50,000 to 500,000, and in regions with declining population. In particular, the operation of the hometown love donation policy was found to have an additional effect of offsetting the effect of decreasing disposable income due to taxes in addition to increasing income and consumption.
