Abstract
This study analyzed the tendency of local governments to determine the budget for cash-based transfer policy projects from the perspective of comparative competition theory. Currently, local governments are using cash-based transfer policy projects to guarantee beneficiaries’ right to self-determination and efficiently manage welfare policies. Since cash-based means can be compared with each other in the same unit, residents are encouraged to compare and evaluate the welfare policies of local governments. Accordingly, local governments seek to receive positive evaluations from residents and secure a competitive advantage through cash-based transfer policy projects. In the end, the cash-based transfer policy project becomes a means of comparative competition among local governments, and the size of the budget is likely to be affected by the size of the policy budget of adjacent local governments. This study conducted a spatial analysis using the data on social security benefits (local resources) of local governments in 2023. According to the results of the analysis, the budget for welfare policy projects of the local government was positively affected by the budget of the neighboring local governments. In other words, local governments tended to use the policies of neighboring local governments as a reference point and invest more budgets than their counterparts. In addition, competition between local governments was not limited within a specific region but was taking place in all regions. In conclusion, the budget for cash transfer policy projects of local governments has spatial dependence and was determined in the frame of comparative competition. Appropriate competition among local governments is positive because it improves the quality of policy. However, if proper competition turns into excessive competition, local governments risk not meeting the essential goals of welfare policy and suffering financial burdens. The central government needs to play a role in policy coordination to supervise the budget management of local governments and form a virtuous cycle of competition
