Abstract

The population can be considered as a resource for regional growth, however it is continuously decreasing due to the decrease in the total fertility rate. In order to increase the population, nationwide administrative and financial support is being provided to depopulation regions. On the other hand, in order to achieve long-term regional growth through regional population increase, it is necessary to expand the scope from utilizing limited resources within the region to utilizing regional resources. Therefore, the purpose of this study is to identify the relationship between regional growth and population changes due to changes in regional environmental conditions. As a result of an empirical analysis of regional conditions and population and regional growth changes in 229 local governments from 2015 to 2021, it was analyzed that regional population changes through births, inflows, deaths, and outflows, have a mutual causal relationship with regional growth. In particular, when considering spatial accessibility to surrounding areas, there exist indirect effects from regional resources of surrounding areas in addition to the direct effect. Also, the effect was decreasing due to distance decay by expanding the boundary of the surrounding area. Due to changes in local conditions, complementary relationships between regions were identified where population and regional growth are driven, as were competitive relationships where population and regional growth are declining. Furthermore, indirect effects on population, population composition factors, and regional growth changes were observed when accessibility to surrounding areas was expanded and employment, housing, and educational conditions in surrounding areas were improved. Notably, when considering spatial dependency between regions, it was found that population changes and regional growth are interconnected. This highlights the necessity of expanding the utilization of local conditions beyond internal regional boundaries to inter-regional levels, rather than limiting them to within a single region.
