생태시민성 관점에서의 환경교과 분석 - 고등학교 ‘환경과 녹색성장’ 교육과정 및 교과서를 중심으로 -

초록

환경 문제에 대한 궁극적인 대안으로 생태시민성이 중요하게 여겨지고 있다. 도래할 생태사회의 주역인 생태시민을 양성하는 역할은 환경교육이 담당하는 것이 타당하다. 본 논문은 생태시민성을 파악하여 구성 요소를 살피고, 이를 기반으로 하여 현재 우리나라 환경 교과에서 생태시민성을 얼마나, 어떻게 반영하고 있는지 파악하고자 했다. 이는 환경교육에서의 생태시민성 교육의 방향을 제시하고 가능성을 탐색한다는 의의를 갖는다. 연구의 주요 대상은 2009년 개정된 고등학교 ‘환경과 녹색성장’의 교육과정과 인정 교과서 4종이다. 분석 결과, 교육과정은 환경교육의 생태시민성 교육 시행의 합법성을 인정하고 있었다. 환경 교과서 역시 생태시민성의 요소들을 상당부분 갖추고 있었다. 특히 생태학적 지식, 개인 행위, 정의는 충분한 분량을 할애하고 충실하게 기술하고 있었다. 그러나 정치적 지식 및 정치 참여 기능, 연대는 부족했다. 또한 생태시민성의 기반이 되는 공공선 추구 및 비호혜적 책임 역시 간과됐다. 이는 교과서가 생태시민성의 의미를 충분히 고려하지 않은 결과로 판단된다. 생태시민성이 중요한 핵심 용어로 떠오르는 만큼, 환경교육은 생태시민성에 보다 깊은 관심을 가져야 한다. 또한 생태시민성 교육을 보다 체계적이고, 균형적으로 시행할 수 있는 방안을 마련하는데 노력을 기울여야 한다.

Abstract

The importance of Ecological Citizenship is increasingly recognized as the ultimate alternative to environmental problems. Environmental education is responsible for training ecological citizens who will take the leading roles in the upcoming ecological society. This study aims to identify the components of ecological citizenship, and to determine whether ecological citizenship is reflected in the current curriculum and textbooks of environmental education. By doing so, this study tried to explore the possibility of ecological citizenship education and suggests an appropriate direction for environmental education. To answer this research question, the high school curriculum and four different textbooks of 『Environment and Green Growth』, which were revised in 2009, were analyzed. The results are as follows. First, the environmental education curriculum has generally recognized the legitimacy of ecological citizenship education, and the textbooks have considerably contained the elements of ecological citizenship. Second, among the elements of ecological citizenship, ecological knowledge, individual behavior, and justice are explained enough(to an appropriate level) in the textbooks. On the other hand, political knowledge, skills of political participation and solidarity almost have not been referred to, but virtues like pursuing public good and non-reciprocal responsibility have been (entirely / largely) overlooked in the textbooks. This lack of some elements in the textbooks can be mainly attributed to the fact that the significance of ecological citizenship has not been given full consideration so far. As ecological citizenship has recently emerged as one of the important key terms, environmental education has to be more concerned about ecological citizenship. Also it is required to find the way for a systematic and balanced education on ecological citizenship.
