국가, 시민사회 그리고 공공영역으로서의 복지-복지와 국가의 관계에서 본 우리사회-

초록

근대 이후 국가와 시민사회가 분화되면서 국가가 부르주아지들의 사적 이익의 도구로 전락하는 경향이 강하게 등장하였다. 그로 인하여 공공영역으로서의 복지가 시장에 예속됨으로써 인간의 삶에 위기가 발생하였다. 그래서 다시 국가가 시장에 개입하여 복지를 재정립하려고 하면서 복지국가가 출현하였다. 그러나 이 복지국가도 그동안 과다하게 시장과 개인의 삶에 개입함으로써 국가의 과중한 부담과 전문가 집단에 의한 복지의 관료주의화를 낳았다. 이로 인해 오히려 복지국가는 위기에 처하게 되었고, 마침내 신자유주의가 등장하게 되었다. 그러나 이 신자유주의도 고전적 자유주의와 마찬가지로 공공영역으로서의 복지를 민영화함으로써 인간이 기본적으로 누려야 할 삶의 조건을 위협하고 있다. 따라서 공공영역으로서의 복지는 국가나 시장 어느 한 쪽에 일방적으로 내맡겨져서는 안 된다. 그런데 ‘저항 민족주의’와 ‘건설 민족주의’ 아래서 그동안 봉건적 근대화를 수행해왔던 우리 사회는 서구사회와는 달리 여전히 빈부의 격차가 심하게 자리하고 있고 복지의 조건이 열악한 상황이다. 따라서 우리 사회는 국가가 제도적으로 복지 영역에 일정 정도 관여하는 형태를 취하면서 서구의 복지국가가 안고 있었던 복지의 관료주의화와 국가의 과중한 부담을 점진적으로 벗어나야 할 것이다. 국가 중심의 복지도 시장 중심의 복지도 인간의 삶의 바람직한 조건을 마련할 수 없다. 더 이상 복지가 국가의 전유물이 되거나 시장의 공격대상이 되어서는 안 될 것이다. 복지는 우리의 생활세계를 살려내는 소중한 터전이 되어야 할 것이다. 이를 위해서 우리의 시민사회도 체계가 생활세계를 식민화하는 것에 대한 감시활동과 저항활동을 지속적으로 수행해야 할 것이다.

Abstract

In the process of modernization, state and civil society was separated, and state was transformed into the instrument of bourgeoise's private interests. Welfare as public sector was subjected to market, and the condition of life came to crisis. From this situation, welfare state which intervened in the market appeared. But this welfare state has intervened too much in the market and individual life, and state beared a heavy burden and from there emerged the bureaucracy of welfare by experts. With the consequence welfare state came to crisis, in order to overcome this crisis neo-liberalism appeared. But this neo- liberalism privatizes welfare as public sector and market subjugates our lives. Hence welfare as public sector must not be subjected to either state or market one-sidedly. However in our society which has modernized feudally our situations under ‘resistance nationalism’ and ‘developing/building nationalism’ still remains the gulf between rich and poor, and the conditions of our welfare is poorer than those of western society. Therefore in our society state must participate in welfare institutionally. And then we must overcome the welfare bureaucracy and state burden which the western european society bears. We cannot pursue the state-oriented welfare and the market-oriented welfare any more. Welfare must be foundation of our ordinary lives(Lebenswelt). Our civil society must watch closely and resist constantly the colonialization of our ordinary lives(Lebenswelt) by (political and economical) system.
