Abstract
The purpose of this study is to explore how desirable local communities can be restored in South Korea where new types of communities to provide people with values and norms have not been built while traditional local communities have been weakened with the advances of the industrialization and urbanization. For this purpose, this paper discusses good communities and community values required in modern society by combining the concepts of social capital and collective efficacy with local governance. Prior research has emphasized that the neighborhoods with greater social capital are safer and healthier, and enjoy better quality of life than those with less social capital. The author insists that this relationship can be explained by the concept of collective efficacy of which level is determined by how social cohesion and informal social control work together at local level. Also, the high level of collective efficacy is one of the basic components of good governance that facilitates empowerment of civil society in political area. Therefore, this study suggests three strategies to heighten collective efficacy as follows: 1) a friendly legal and political environment in which the communities can function properly, 2) anti- discrimination policies that could check socially and politically incorrect discriminative behaviors should be reinforced, and 3) structural improvements are required for unequal labor conditions that hamper just social relationships.
