본 논문의 목표는 헤겔의 민족적 국가 개념과 그 특성을 규명하는 것이다. 헤겔에서 민족은 시간과 공간을 점유하고 역사적 현실 세계에 뿌리를 내린 공동체이다. 이성 국가는 이러한 민족에 근간을 둠으로써 역사적 현실 세계에 비로소 존재할 수 있다. 민족에 근간을 둔 국가는 두 가지 특성을 갖는다. 우선, 민족적 국가는 구성원의 자유를 구체적으로 실현하는 공동체이다. 민족적 국가는 보편적인 자유를 민족의 특수한 인륜을 매개로 표현함으로써 자유를 구체적으로 실현한다. 둘째, 민족적 국가는 구성원의 통합과 연대를 효과적으로 창출할 수 있다. 헤겔의 민족적 국가는 민족이 이념의 실현을 위하여 부단히 활동하여 도달한 역사 공동체이자 윤리 공동체이다. 이것은 민족적 국가 구성원 사이에 연대를 창출하는 효과적인 자원이다. 민족적 국가는 민족적 특성을 토대로 대내적인 통합과 연대를 달성하는 데 효과적이나, 대외적으로는 배타성을 띄기 쉽다는 한계를 갖는다.
Abstract
The aim of this paper is to clarify Hegel's concept of the national state and its characteristics. For Hegel, a nation is a community rooted in the historical, real world, occupying both time and space. A rational state can exist in the historical and real world only by being grounded in such a nation. A state based on a nation has two key characteristics. First, the national state is a community that concretely realizes the freedom of its members. The national state actualizes freedom by expressing universal freedom through the particular ethical life of the nation. Second, the national state can effectively create integration and solidarity among its members. Hegel’s national state is both a historical and ethical community, one that the nation continuously strives to build in order to realize the Idea. This serves as an effective resource for fostering solidarity among the members of a national state. While the national state is effective in achieving internal integration and solidarity based on national characteristics, it tends to be exclusive in its external relations.
