Abstract
The purpose of this study is to systematically analyze the financial sustainability reform of public pensions in Germany and Sweden that have similarities and differences. Thus, first of all, the theoretical discussion of the financial stabilization plan for public pensions was considered. In addition, the contents of fiscal sustainability reforms of public pensions in Germany and Sweden were analyzed in depth. In Germany and Sweden, facing changes in the environment surrounding public pensions and the problem of a system with a very high level of protection, they carried out radical reforms. However, in terms of reform speed in both countries, while Germany chose gradual parameter reform, Sweden chose radical structural reform. In particular, Sweden, which was more desperate than Germany in terms of population, economy, and institution, succeeded in stabilizing the public pension system with just one radical structural reform in 1999. Sweden has prepared very thoroughly for about 15 years for the reform of the public pension, and as a result, the system has been maintained without further major reform after one reform. Above all, Sweden's SOU system has many implications for Korea.
