Abstract
Purpose This study aims to identify and structure the core competencies of instructors required for effective Taekwondo-based character education in schools, addressing the growing challenges of student conflict and weakened community cohesion. Method To achieve this, a three-round Delphi survey with eight experts and an Analytic Hierarchy Process (AHP) analysis with 25 instructors from the “Taekwondo Character Education Visiting Program” organized by the Gwangju Metropolitan Office of Education were conducted. The Delphi procedure employed open-ended responses, quantitative ratings, and Content Validity Ratio (CVR) thresholds (.75), while the AHP utilized pairwise comparisons and Expert Choice software to derive relative weights with acceptable consistency ratios (CR < .1). Results The analysis yielded four higher-order domains and twenty sub-competencies. Among them, “character guidance and interaction competency” ranked highest (0.334), emphasizing the critical role of emotional support, counseling, and motivational communication in achieving program effectiveness. At the sub-factor level, “stepwise training and safety management competency” (0.087) was identified as the most essential indicator, highlighting the importance of structured progression and safety assurance for both psychological stability and sustainable participation. Conclusion This study contributes theoretically by presenting a multidimensional competency framework that integrates technical expertise, character education values, and community linkage within Taekwondo pedagogy. Practically, the findings offer guidelines for developing competency-based instructor training curricula, designing standardized educational content, and reinforcing governance models connecting schools, local governments, and Taekwondo associations. By clarifying both immediate instructional needs and long-term policy implications, this research provides empirical evidence for the institutionalization and nationwide diffusion of Taekwondo-based character education programs.
