2011년 9월 15일 순환정전이라는 사상초유의 상황이 발생하였다. 그 원인과 해결 방안을 두고 다양한 의견이 제시되고 있다. 수요관리와 전력공급은 그 논의의 중심에 있다. 이 두 가지 차원의 논의는 에너지믹스라는 정책으로 구현된다. 현재 대한민국에서 원전비중은 에너지믹스에서 핵심적인 문제라 할 수 있다. 그리고 이는 사회적 수용성의 문제와 맞닿아 있다. 따라서 이 연구는 Q 방법론을 통해 에너지소비자 즉 에너지다소비산업계의 원자력스키마 유형을 발견하고, 그들의 에너지믹스에 대한 사회적 수용 가능성을 이해하는데 초점을 맞추고 있다. 50개의 Q 진술문으로 23명의 P 표본을 대상으로 소팅한 결과, 세 개의 원자력스키마 유형이 발견되었다. 제1유형은 사용후핵연료 관심-에너지안보 중심형이며, 제2유형은 위험통제 신뢰-정부권위 인정형, 제3유형은 시민역할 요구-위험통제 우려형 원자력스키마로 명명하였다. 각각의 특성을 알아본 결과, 에너지믹스의 경우 논의 과정에서 설득과 결과에 초점을 맞추어 사회적 수용성을 확보하려하기 보다는 조정과 과정에 무게중심을 두고 커뮤니케이션을 통해 사회적 수용성을 함께 만들어가는 것이라는 사실을 알 수 있다.
Abstract
Unexpected power outage occurred on 15 September 2011. Causes and solutions based on various opinions have been presented. Demand side management and power supplies are at the heart of that discussion. The discussions made in this process are implemented through the energy mix. Nuclear power portion is the most important issues in the Korean energy mix. And social acceptance are very important variables associated with it. Thus this study focuses on discovery of energy consumers’ schema of nuclear energy and understanding of their social acceptability for the energy mix. With 50 Q statements and 23 sorters, this study identified three types of nuclear schema. The first type is the used fuel concerned-energy security centrism, the second type is the next generation reactor concerned-growth engines orientationism, and the third type is the authority of citizen concerned-risk governance skepticism. we can know that social acceptance is not getting with persuasions as a result but creating with adjustments as a process.
