태풍 ‘나리’로 본 제주특별자치도 재난피해자의 심리지원 분석

태풍 제11호 ‘나리’(NARI)는 2007년 9월 15일부터 16일까지 제주도에 내습하면서 많은 재산피해와 인명피해가 발생하였지만 재난의 피해에 대한 지원은물질적․경제적 측면에서 많이 다루어졌고, 재난피해자에 대한 심리적인 상담및 치료 등 재난심리 분야는 소홀히 다루어져 왔다. 재난으로 인한 물질적인피해와 함께 우울, 정신분열 증세, 자살 충동 등 심리적 불안정이 심화되고 장기화되면 개인 및 가족의 문제를 넘어 사회문제로 대두되는 경우도 많다. 따라서본 연구에서는 재난피해자들의 심리적 충격과 우울 정도, 심리상담 및 치료 등의 지원 실태를 파악하고, 재난 심리지원의 방안을 모색하고자 하였다. 재난관리 활동이 모두 중요하지만 여기서는 피해자의 심리적 안정을 위한 방안을 모색하기 위해 심리지원정책을 중점으로 상대적 중요도 및 우선순위를 살펴보았다. 우선순위 분석을 위한 방법으로는 AHP기법을 사용하였으며, 사례로는 태풍‘나리’로 인한 피해가 가장 심했던 제주특별자치도 동문재래시장을 선정하였다. 분석결과, 재난피해자의 심리적 상태는 집중호우 및 침수로 인해 불안, 충격․분노․기억장애, 스트레스와 갈등의 심리적인 피해가 큰 것으로 나타났고,재난 직후 나타남으로써 재난 초기의 심리지원이 중요성을 나타내고 있다. 재난이후 3년이 경과한 현 시점에서도 불안, 스트레스와 갈등은 해소되지 않은 편으로 나타나 장기적인 지원이 필요하다는 것을 나타내고 있다. 재난심리지원 정책중 중점을 두어야 한다고 생각하는 것으로 법적․제도적 정비(.386), 교육 및홍보 강화(.275), 전문인력 확보․양성(.223), 심리지원센터 지정․운영(.116)으로 나타나 재난의 피해로 인한 시민의 안전을 보장하고 일상적인 생활로 복귀할수 있도록 하는 포괄적인 지원 정책을 마련하고, 소방공무원을 비롯한 민간 자원봉사자 등 재난 시 동원될 가능성이 있는 모든 사람들에 대한 상시 교육이필요한 것으로 나타났다.
Abstract
Although support for disaster damage was considered many times in material and economical aspects, disaster psychology such as psychological counseling and treatment for disaster victims has been neglected. As the material damage and psychological instability such as depression, schizophrenia, suicidal impulse and mental instability caused by disaster gets intensified and prolonged, it becomes a social problem beyond the personal and family problem. Therefore, in this study, we tried to comprehend the situation of the disaster victims such as psychological shock, severity of depression, psychological counseling and treatments, so that we could seek ways of aiding disaster psychological support. Although all disaster management activities are important, in this study, we examined the relative importance and priority focusing on the psychology support policy for victim’s psychological stability. We used the AHP method to analyze the order of priority and took a case of Dongmunshijang (Jeju traditional market) which was damaged the most by the Typhoon Nari. As a result, the psychological state of disaster victims revealed severe psychological damages such as instability, shock, anger, defect of memory, stress and conflicts caused by torrential rain and flooding. This further emphasizes the importance of early psychological support. Even at this point where three years have passed since the disaster,the fact that instability, stress and conflicts are still unsolved indicates that long term support is indeed needed. The most emphasized aspect among the disaster psychology support policy was found to be organized legal·institution, built up education and promotion, cultivated professional manpower and run psychology support center. In this way, we can guarantee the safety of the citizens and set the comprehensive support policy to help them to return to their normal life. And to realize that, we should educate regularly all the possible people who can be brought in to disaster areas such as firemen and civil volunteers.
