지역에서 연구개발투자와 고용 간의 관계 분석

본 연구는 1996년~2014년 기간 우리나라 15개 광역자치단체의 지역 간 패널자료를 이용해 우리나라에서 R&D투자가 고용에 미치는 영향을 실증적으로 분석했다. 이때, 지역 연구개발투자 변수로 플로우(flow) 변수가 아닌 스톡(stock) 변수를 고려하여 분석하였고, 연구개발투자를 공공과 민간부문으로 구분하여 분석했다. 또한 지역별 더미변수를 추가하여 추정한 후 연구개발투자 변수에 대한 지역 간 동일성 검정을 실시했다. 분석 결과, 첫째, 지역의 특성을 고려한 모형에서 연구개발투자의 증가는 연구개발투자의 재원에 관계없이 고용을 증가시키는 것으로 나타났다. 둘째, 연구개발투자가 지역 고용에 미치는 영향을 지역별, 재원별로 구분하여 분석한 결과, 전체 및 민간부문 연구개발투자는 대부분의 지역에서 음(-)의 영향을 보인 반면, 공공부문의 경우에는 대부분의 지역에서 양(+)의 영향을 미치는 것으로 나타났다. 셋째, 동일성 검정에서도 이와 같은 결론을 지지하는 결과가 도출되었다. 이상의 결과는 연구개발투자의 확대는 고용을 확대하기도 하지만 축소시킬 수도 있기 때문에 이를 보완하기 위한 정책들이 필요한 점과 중앙 및 지방정부의 연구개발투자 정책 수립시 지역별 특성에 맞는 정책수립이 필요하다는 정책적 시사점을 제공한다.
Abstract
This paper examines whether R&D investment affects regional employment in Korea, using data on 15 regional governments over the period 1996-2014. The R&D investment variable used by the region is not a flow variable but a stock variable, and R&D investment is divided into public sector and private sector. In order to test the equality between regions for R&D investment variables, we re-estimate the model by adding regional dummy variables. The regression results are as follows. First, considering the unique characteristics of each region, the increase in R&D investment had been shown to increase employment regardless of R&D investment resources. Second, in most regions, total and private R&D investments had a negative effect on employment, while the public sector had a positive effect. Third, a equality test also was supported these conclusion. Therefore, we can conclude that it is necessary to establish a policy considering the characteristics of the region and investment resources when establishing R&D investment policy in central and local government.
