연구 목적: 일본 사례를 중심으로 북극 정책 추진과 전략을 살펴보고 그 방향성을 고찰한다. 연구 방법: 일본 정책 자료, 도표 및 인터넷 자료 등을 분석하는 연구 방법을 선택하였다. 연구 내용: 일본의 ‘북극정책’ 추진 배경에는 현재 북극권을 둘러싼 여러 과제에 적절하게 대응함으로써 국제사회에 공헌하고 동시에 국제사회에 일본의 존재감을 과시함으로써 향후 이 지역에서 주도권을 발휘해 나가기 위한 것이다. 결론 및 제언: 일본의 북극 정책은 해양정책본부를 컨트롤 타워로 두고 투 트랙으로 구분되어 정책이 추진되고 있다. 즉 일본은 과학기술 및 연구 분야에서는 국제사회를 선도하는 역할을 하고 있으나, 북극 정책 면에서는 큰 역할을 담당하지 못하고 있으며, 북극이사회의 옵저버라는 입장을 견지하면서 신중한 정책적 방향성을 가지고 접근하고 있다.
Abstract
This study examines the policy promotion and strategy of the Arctic, focusing on the case of Japan, and examines its direction. In this regard, a research method that analyzes Japanese policy data, charts, and Internet data was selected. The background of Japan’s “Arctic Policy” is to contribute to the international community by appropriately responding to the various challenges surrounding the current Arctic Circle, and at the same time to demonstrate Japan’s presence in the international community, thereby demonstrating its leadership in the region in the future. Japan’s Arctic policy is being pursued as a two-track division with the Maritime Policy Headquarters as the control tower. In other words, Japan plays a leading role in the international community in the fields of science and technology and research, but does not play a major role in Arctic policy, and is approaching with a cautious policy direction while maintaining the position as an observer of the Arctic Council.
