연구 목적: 이 연구는 신남방지역에서 우리나라의 ODA가 경제성장에 어떠한 영향을 주는지 알아보고자 한다. 구체적으로 디지털 ODA 비중이 높아지고 있는 상황에서 수혜국의 ICT 인프라가 공여국의 ODA 효과에 어떠한 영향을 주는지 검증하고자 한다. 연구 방법: 2014년부터 2020년 사이의 ASEAN 지역 10개국을 패널분석 하여 연구를 수행하였다. 연구 내용: ODA 진행 이후 2년 후의 수혜국의 경제성장효과를 분석한 결과, 한국의 ODA가 ASEAN 지역의 경제성장에 유의미한 효과가 있음을 확인할 수 있다. 그리고 ICT 중 인터넷(internet)이 ASEAN 경제성장에 유의한 음의 효과를 갖는다는 것을 확인하였다. 결론 및 제언: 본 연구가 우리나라의 신남방정책 및 디지털화를 위한 방향 설정에 활용할 수 있는 기초자료가 되길 기대한다.
Abstract
This study aims to find out how Korea’s ODA affects economic growth in the New Southern Region. Specifically, we want to verify how the recipient country’s ICT infrastructure affects the donor country’s ODA effect. To this end, a panel analysis was conducted on 10 countries in the ASEAN region between 2014 and 2020 to examine Korea’s New Southern Policy. The research results are as follows. As a result of analyzing the economic growth effects of the beneficiary countries two years after the ODA, it was confirmed that Korea’s ODA had a significant effect on the economic growth of the ASEAN region. And it was confirmed that the Internet among ICTs has a negative effect on ASEAN economic growth. We hope that this study will serve as basic data that can be used to set the direction for Korea’s New Southern Policy and digitalization.
