연구 목적: 이 연구는 코로나-19 발생 전과 후 농업부문 외국인 근로자들의 위치성과 권력관계 변화를 고찰하는 것이다. 연구 방법: 코로나-19 발생 전과 후, 농업 부문 외국인 근로자의 위치성과 권력 관계를 살펴보기 위 문헌 연구와 현장 답사, 심층 면담을 중심으로 한 질적 연구 방법을 사용하였다. 연구 내용: 코로나-19 발생 전 농업 부문 외국인 근로자들은 다층적으로 취약한 상황에 노출되어 있었으나, 코로나-19 발생 후 농촌의 인력난이 심화되면서 고용주와의 권력 관계가 역전되어 주도권을 가지고 적극적으로 나서는 모습을 보여주었다. 결론 및 제언: 본 연구를 통해 코로나-19라는 전세계적인 전염병의 확산이 농업 부문 외국인 근로자들의 위치성과 권력관계 변화에 지대한 영향을 끼쳤음을 확인할 수 있었으며, 고용주-외국인 근로자들의 관계는 역동적인 과정임을 확인하였다.
Abstract
This study aims to examine the changes in the positionalities and power relations of migrant workers in the agricultural sector before and after the COVID-19. To examine the purpose of study, a qualitative research method focusing on literature reviews, field trips, and in-depth interviews was used. Before the COVID-19, migrant workers were exposed to multi-layered vulnerability, but after the COVID-19, the power relations with employers reversed. Through this study, it was confirmed that the spread of the COVID-19 had a significant impact on the positionalities and power relations of migrant workers in the agricultural sector, and the employers-migrant workers relationship was in a dynamic process.
