본 연구는 북한변화와 관련하여 향후 10년 동안 직면할 수 있는 다양한상황과 그에 기초한 시나리오를 작성하고, 이에 대비할 수 있는 한국의전략을 제시하는 것을 목적으로 한다. 먼저, 동북아 변수와 북한 내부변수 가운데 하나씩 선택하여 이를 조합하여 네 가지 시나리오를 작성해보았다. 그리고 이 네 가지 시나리오에 대처하기 위한 적합한 대안으로‘동맹강화 속 다자주의 모색, 그리고 민족공조’를 제시했다. 마지막으로이를 추진하기 위한 정책과제로 한 ․ 미동맹의 기축 위에서 협상전략 모색, 호혜적인 한 ․ 미 전략동맹 발전, 한 ․ 중 전략적 협력동반자 관계의 실질화, 한반도의 평화관리와 통일외교 추진, 다자적 지역협력체제 구축 등다섯 가지를 제안했다.
Abstract
This study constructs scenarios of the next 10 years North Korea’s change and suggests South Korea’s strategies for this prospects. First of all, this article selects and combines each of them among North East Asia variables and North Korea variables, and outlines four scenarios. Second, this suggests the strategy of ‘Seeking for multilateralism in reinforcing the alliance and South-North Korea’s cooperation’ as an appropriate alternative for dealing with those four scenarios. Finally, this proposes five policy measures for realizing this strategy. Finding out negotiation strategy on the basis of South Korea-U.S. alliance, developing reciprocal strategic alliance between South Korea and U.S., substantializing the mutual strategic cooperative relationship between South Korea and China, promoting peace management and reunification diplomacy in Korean Peninsula, and constructing multilateral regional cooperation regime.
