한국 국방부는 1988년부터 약 2년 주기로 『국방백서』를 통해 북한의 총병력과 군종별 병력, 주요 장비 및 부대 현황 추정치를 제시하고 있다. IISS 역시 매년 The Military Balance 를 통해 유사한 내용을 발표하고있다. 그러나 『국방백서』와 The Military Balance 에서는 불과 1~2년사이에 북한의 총병력이 적게는 수만 명, 많게는 1십만 명 이상 증가했다고 주장하면서도 같은 기간 북한의 주요 부대 및 장비 현황은 거의 변화하지 않은 몇몇 구간을 어렵지 않게 발견할 수 있다. 지난 50년 동안『국방백서』와 The Military Balance 에서 발견할 수 있는 7개 구간의 극심한 북한군 상비병력 추정치 변화는 북한이 공표한 군사비 변화 맥락과도 맞지 않는 경우가 많다. 이처럼 단기간 내에 북한군 상비병력 추정치가 급증하는 변화는 한미연합군사령부(CFC) 창설 이후 더욱 두드러지게나타난다. 한·미 군 당국은 앞으로 보다 설득력과 신뢰성이 큰 북한군상비병력 추정치를 제시해야 할 것이며, 여기에는 북한이 유엔인구기금의 지원을 받아 실시하는 인구조사 결과가 많은 도움이 될 것이다.
Abstract
Since 1988, the Ministry of National Defense of R.O.K has been providing the estimates of the total military force, major equipment and subsidiary status of North Korea through the National Defense White Paper about every two years. IISS also announces similar contents through The Military Balance every year. However, the Defense White Paper and The Military Balance have argued that within a year or two, the total number of troops in North Korea has increased by at least tens of thousands and more than 100,000. Over the past 50 years, the extreme changes in the estimates of the North Korean armistice forces in the seven sectors that can be found in the Defense White Paper and The Military Balance are often unfavorable to the context of the military expenditure changes announced by North Korea. Such rapid changes in the estimates of the North Korean total troops in the short term are more prominent after the establishment of the ROK-US CFC. The ROK and US military authorities will need to present a more persuasive and reliable North Korean military force forecast, which will help the North Koreans with the support of the UNFPA.
