구조적 종속과 자율성의 한계: 남북관계에 대한 고찰

냉전의 해체는 남북관계에도 많은 변화를 가져왔다. 그러나 탈냉전에도불구하고 한반도에서의 정치-군사적 냉전 구조는 여전히 지속되고 있다. 또한 남북관계의 자율성이 증대되었음에도 불구하고, 북미관계의 구조적종속을 넘어서지 못하고 있다. 그 원인으로는 남한 국내정치적 힘의 한계, 북미관계에 종속된 남북관계의 한계 등을 들 수 있다. 이 글은 탈냉전이후의 남북관계의 변화, 그리고 북미관계에 따른 남북관계의 힘의 자율성을 살펴보는 것을 목적으로 하고 있다. 남북관계가 발전하기 위해서는북미관계-남북관계의 선순환 구조의 형성이 가장 바람직하다. 그리고 동시에 남북관계의 힘을 통해 미국에 대한 종속의 구조에서 최소한의 자율성을 증진시키는 노력이 필요하다.
Abstract
The dissolution of the Cold War brought about many changes in inter-Korean relations. However, despite the post-Cold War, the political-military Cold War structure on the Korean Peninsula still persists. In addition, although the autonomy of inter-Korean relations has increased, it has not been able to overcome its structural subordination to US-DPRK relations. Reasons for this include the limitations of South Korea’s domestic political power and the limitations of inter-Korean relations that are subordinate to the US-DPRK relations. The purpose of this article is to examine the changes in inter-Korean relations after the post-Cold War and the autonomy of power in inter-Korean relations according to the US-DPRK relations. In order for inter-Korean relations to develop, it is most desirable to form a virtuous cycle of US-DPRK relations and inter-Korean relations. At the same time, efforts are needed to promote the minimum autonomy in the structure of subordination to the United States through the power of the inter-Korean relationship.
