우리 사회에서는 이념적 좌우에 상관없이 북핵위기를 북미대립의 필연적 결과로 보는 경향이 강하다. 탈냉전 후 지난 20여 년간의 북미관계를 되돌아보면 이러한 경향은 당연한 것인지도 모른다. 하지만 탈냉전은 북한과 미국 사이에 북핵위기를 해결하기 위한 객관적 조건과 기회를 동시에 제공했다. 탈냉전 후 미국과 북한 사이에 오고 간 수많은 말과 행동, 그리고 합의들을 보면 미국과 북한은 분명 양립적인 입장에서 서로의 이익을 실용적으로 추구할 수 있는 조건과 기회를 향유하고 있었다. 그러나 탈냉전은 동시에 서로의 정통성에 대한 암묵적인 합의를 바탕으로 했던 냉전기의 북미관계를 선과 악의 대결구도로 바꾸어 놓았다. 따라서 서로의 정책합리성에 대한 불신은 북미교섭을 봉쇄정책과 벼랑 끝 전술의 대결장으로 변모시켰던 것이다. 이 과정에서 북한과의 합의에 대한 불신이 증폭되어 나타나게 되고, 이 때문에 북한과 미국은 탈냉전이 부여한 조건과 기회에도 불구하고 서로의 이익을 양립적 관점에서 인식하고 추구할 수 있는 모멘텀을 상실하고 말았던 것이다.
Abstract
The Korean society, regardless of the ideological disposition, shows a strong tendency to deem the North Korean nuclear crisis as an inevitable result of the U.S.-DPRK confrontation. Perhaps such tendency is understandable in retrospection of the U.S.-DPRK relations during the past 20 years since the end of the Cold War. However, the Post-Cold War environment provided both the changes and chances simultaneously in the relations between the U.S. and North Korea to resolve the North Korean nuclear crisis. Tracing the numerous talks, actions, and agreements that went back and forth between the two parties since the end of the Cold War, the U.S. and North Korea clearly possessed the conditions and opportunities to practically pursue each other's interests on compatible grounds. Unfortunately, however, the U.S.-DPRK relationship which was based on an implied agreement on one another's legitimacy, has been transformed into a game of confrontation between good and evil. Therefore, distrust between each other's policy rationality transfigured the U.S.-DPRK negotiation into the arena of face off between the containment policy and brinkmanship. During the process, distrust of the agreement with North Korea is amplified, thus causing the loss of momentum in which both were able to recognize and pursue each other's interests in compatible perspectives despite the conditions and opportunities imposed by the Post-Cold War environment.
