북한 영웅정치의 변화와 그 요인 연구: 역사적 제도주의 분석

본 연구의 목적은 북한 영웅정치의 변화과정을 탐색하고, 이에 영향을준 요인을 분석하는 것이다. 이를 위해 역사적 제도주의를 바탕으로 북한영웅정치를 시대별로 나누어 구조-제도-행위자 요인의 통합적 접근으로분석한다. 연구의 결과를 요약하면 첫째, 1945년부터 1966년까지는 영웅정치의 형성기, 1967년부터 1994년까지는 전환기, 1995년부터 2011년까지는 영웅정치 강화기였고, 2012년부터 2021년까지는 조정기에 있다. 둘째, 영웅정치는 기능 변경, 제도 추가 등의 변화는 있었지만, 제도의기본 정체성과 본질은 그대로 유지하고 있다. 전체적으로는 기존 구성요소에 일부 요소가 추가되어 제도가 변화하는 형태를 유지하였고, 부분적으로전환과 조정의 모습을 보였다. 한반도를 둘러싼 전쟁, 분단 등의 구조적요인으로 북한은 수령체제, 계획경제, 집단주의, 주체사상 등의 제도를만들어 냈다. 이러한 제도적 맥락에 따라 최고지도자와 후계자라는 행위자의 이해관계와 선택 등으로 영웅정치가 변화하고 있다. 본 연구는 북한의영웅정치 연구에서 통시적으로 변화와 지속을 밝히고 그 요인의 통합적분석을 시도했다. 무엇보다 영웅정치가 북한 사회주의 체제를 움직이는중요한 메커니즘 중 하나임을 확인했다는 점에서 유의미하다.
Abstract
The purpose of this study is to elucidate the historical process and factors contributing to the formation of, continuation of, and changes in North Korea’s heroic politics. To this end, an integrated approach based on historical institutionalism is used to analyze the effect that structures-institutions-actors have on each respective period of North Korea’s heroic politics. The results of the study are as follows. First, heroic politics can be classified by period: 1945~1966 can be termed the formative period of heroic politics, 1967~1994 a transition period, 1995~2011 a strengthening period, and 2012~2021 an adjustment period. Second, though there were certain elements of change, namely, to the function of heroic politics and the addition of institutions, the basic institutional identity and essence remain unchanged and show path dependence. On a whole, institutional changes were introduced through the addition of certain elements to existing features, and partial elements of transition and adjustment were also evident. Structural factors (war, division, etc.) contributed to the formation of institutions like the Suryong (supreme leader) system, planned economy, collectivism, and Juche ideology. Within this institutional context, heroic politics has undergone change through the interests and choices of actors like the supreme leader and the successor. This research aims to explain the changes and continuity in North Korea’s heroic politics in diachronic fashion, while providing an integrated analysis of the factors contributing to this phenomenon. It is particularly meaningful in that it confirms that heroic politics is an important mechanism within the North Korean socialist system.
