Abstract
This study uses reputation theory to examine North Korea’s provocations. The study considers ROK-US joint military exercises as an opportunity for North Korea to build reputation and North Korea’s military provocations as acts of reputation formation. Empirical analysis was conducted based on several research questions: ‘How does North Korea build its reputation?’; ‘How does North Korea respond to the ROK-US joint military exercises?’; ‘Does North Korea’s response differ depending on the intensity of the ROK-US joint military exercises?’; and ‘Does North Korea’s response differ depending on the leader?’ The empirical results reveal the following. First, North Korea’s provocations are calculated and rational acts performed in terms of reputation formation. Second, reputation formation differs depending on the intensity of the threat. We also find that, for potential threats, North Korea seeks to form a reputation of being strong through provocations, and for actual threats, it refrains from provocations. Third, responses differ under different leadership. Under Kim Jong Il, North Korea’s reputation was only improved by rhetorical threats; under Kim Jong Un, reputation enhancement through provocations has become more aggressive as military provocations are carried out in response to not only potential threats but also actual threats.
