본고는 권역별 거점연구소의 활성화 방안에 대해서 논의하였다. 권역별 거점연구소 협동번역사업은 당초 계획의 절반에 미치지 못하는 사업비와 인력이 투입되었다. 이것이 거점연구소의 활력을 떨어지게 만든 원인이었다. 거점연구소의 활성화 방안은 사업비의 증액이 최우선이며 차선책으로 거점연구소간 교류를 증진하고 우수번역 연구소에 대해서 시상제도를 도입하자고 제안하였다. 또한 글로컬 시대 지역 문화 담론을 주도하고 인구구조 변화로 인해 소멸 위기를 극복하는데 거점연구소가 고전번역을 통해 주도적인 역할을 해나갈 수 있도록 체질 변화가 필요함을 제시하였다. 거점연구소는 지역 관공서 및 유관 기관과 협업을 통해 지역 고전자료를 번역하고 전통문화의 가치보존에 힘써야 함을 강조하였다. 거점연구소가 이러한 기능과 역할을 수행할 수 있도록 제도 개선이 필요하다. 한국고전번역원이 미래사회에 대응하여 새로운 비전 제시를 통해 거점연구소 활성화 방안도 제시해야 한다. 한국고전번역원이 장기적인 계획 속에서 거점연구소를 도별 분원 설립으로 전환해나가는 계획을 수립하고 추진해야 한다. 이는 지역 인문학의 명맥을 유지시킬 수 있는 최후 보루이며 수준높은 전문직을 창출하는 길이기 때문이다. 도별 분원의 설립은 많은 재원이 확보되어야 하고 국민의 동의를 얻어야 하는 일이므로 당장 시행되기 어렵다. 그럼에도 불구하고 급변하는 시대변화 속에서 전통 가치를 보존하고 인문학을 살리는 길이므로 모든 인문학자들이 분원 설립에 단합해야 한다.
Abstract
This paper discusses strategies for activating regional hub research centers. The cooperative translation projects of these centers have been implemented with less than half the originally planned budget and manpower, which reduced the vitality of the hub centers. Thus, we propose increasing the project funding as the primary solution for the revitalization of hub research centers, followed by promoting the exchange among hub centers and introducing an award system for centers with outstanding translation performance as secondary solutions. Furthermore, the paper highlights the need for transformative changes within these research centers to enable them to take a proactive role in leading regional cultural discourse in the era of glocalization and overcoming the crisis of regional decline caused by demographic shifts through classical translations. We emphasize that the hub research institutes should collaborate with local government offices and related organizations to translate regional classical materials and preserve the value of traditional culture. Institutional reforms are required for the hub research centers to fulfill their intended roles and functions. The Institute for the Translation of Korean Classics (ITKC) must respond to the demands of the future society and present methods to activate the hub centers under a new vision. Following a long-term plan, the ITKC should develop and implement plans to transform the hub research centers into provincial branches. This is the last wall standing Such branches would serve as a last remaining option for sustaining regional humanities and creating high-level professional careers. Establishing provincial branches requires securing substantial resources and gaining public approval, making its immediate implementation challenging. Nonetheless, this initiative is essential for preserving traditional values and reviving the humanities in an era of rapid change, requiring all humanities scholars to unite in support of establishing provincial branches.
