제주특별자치도 카지노업 감독기구의 법 · 제도적 개선방안

카지노업은 첨단관광산업으로써 세수확보, 고용창출 등 지역 경제에 미치는 영향이 크다. 반면에 정킷, 크레딧, 블랙게임 등과 관련한 불법영업 및 불투명한 회계 관리, 소유권분쟁의 잡음과 편법을 통한 카지노 허가권의 양도․양수가 빈번하게 발생 하고 있어 각종 범죄의 온상으로 지목되고 있다. 따라서 제주특별자치도 카지노업 감독기구는 이와 같은 카지노업의 폐단을 차단하고, 건전성과 투명성을 확보하고 건전한 관광산업으로 발전시켜 나감으로써 주민의 복지증진에 이바지하기 위하여 출범하였다. 그러나 출범 초부터 조례의 졸속 제정, 감독기구의 조직, 카지노업 관리․감독의 한계 등 카지노 감독기구의 독립성과 전문성 등에 대하여 많은 문제점이 제기되고 있으며, 논란을 가중시키기고 있다. 따라서 카지노업이 투명하고 건전한 관광산업으로 육성 할 수 있도록 카지노 감독기구의 현황과 법제 현황을 검토하여 법․제도적 개선 방안을 제시하고자 한다.
Abstract
Casino business is securing tax revenues, job creation, such as greater impact on the local economy. On the another hand, Junket, credit, illegal sales and opaque accounting related to black as game management, the amount of casino permits through the noise and expediency of the ownership dispute, it's positive that occur frequently been cited as a breeding ground for various crimes. Therefore, Jeju Special Self-Governing Province casino supervisory authority blocks the evils of this casino up and ensure the soundness and transparency and to develop a healthy tourism industry was launched by the exit in order to contribute to the welfare of the residents. However, since the early launch of the regulations enacted in the rush, the supervisory body tissue, casino business management. This limitation, and many other issues regarding the independence and professionalism of casinos and supervisory bodies of supervision has been raised, and to add to the debate. So how about the problems derived by reviewing the current situation and legal status of the casino supervisory authority to develop a casino business of a transparent and healthy tourism industry proposes a law and institutional improvement.
