Abstract

Choe Hyeon-bae authored The Way of Korean National Rehabilitation to diagnose what he called the “national enfeeblement” of the Korean people and to prescribe remedies for it. The many pathological symptoms identified in his diagnosis reflected a syndrome of deficiency in modern social customs. His proposed remedy for national rehabilitation involved presenting modern social customs as a new form of “morality” and emphasizing the struggle—marked by intensity and continuity—to firmly establish them. After Korea’s liberation, he wrote Democracy and National Morality, in which he adapted the concept of morality, previously emphasized during the Japanese colonial period as a method for national rehabilitation, to fit the conditions of wartime Korean society. In this context, he proposed virtues necessary for national reconstruction and development—namely, self-reliance and independence, diligent labor, cooperation, and the fulfillment of responsibility. Grounded in an optimistic view of human social nature, he approached democracy from a liberal perspective. He emphasized virtues that aligned with this vision, such as love and service, generosity and peace, freedom and discipline, and clarity and righteousness. Furthermore, he defined democracy not as a fixed value system, but as a way of life that realizes continual improvement and progress through respect for individual freedom and experience. He argued that virtues such as creativity and hope should be actively cultivated to support this democratic way of life.
