An Analysis of the Social Process in the Starting Process of the Jeonbuk Culture-Tourism Foundation

This study focused on the process of social interaction among the stakeholder of governance in the starting process of culture foundation in terms of a base of a problem solving of regional culture foundations. In particular, the reason this study focused on this theme is that the social process occurred in the starting process can effect on autonomy and prestige still after launching a culture foundation. This study choose the Jeonbuk Culture-Tourism Foundation as a case for the analysis. For the purpose of this study, an analysis of this study limited the duration for ten years from 2006 to 2016, and this study analyzed the social process among the NGOs, organizations of culture, a local government, and a provincial assembly by literature review, field survey, and depth interview with a stakeholder. In results, firstly, the request from the NGOs and organizations of culture could be characterized as an ideal and justified suggestion. Secondly, with the way of the local government and the provincial assembly resulted from political consideration. Lastly, the social process of the need and strategies from the stakeholder appeared not resonable consensus process including budget, organization, or human business but realistic process of compromise reflected their interests. Implications from the results show decision-making structure and process of the Jeonbuk Culture-Tourism Foundation for two years resulted in a paly of leading role of the local government with much authority including human business, budget distribution, and management. Furthermore, it seems to trigger a trouble aspect among the NGOs and organizations of culture in the way of policy participation and budget division.
