이 논문의 목적은 외교･안보적 측면을 중심으로 한･중 양국의 상호인식을 살펴본 뒤 두 나라 관계발전의 기회(promote)요인과 제약(constrain)요인을 고찰하고 결론적으로 한중관계의 발전방향에 대한 제언을 시도하는 데 있다. 중국의 부상은 한국에게 ‘기회’적 요소와 ‘도전’적 요소를 동시에 지니고 있으며 어떤 요인이 더 중요하게 작용할지는 향후 양국 간의 상호작용이 어떻게 전개되느냐에 달려있다. 한국과 중국은 동북아시아 및 한반도의 평화와 안정에 대해 공통의 이해와 목표를 지니고 있으며 경제적 측면에서도 상호보완적이란 점에서 미래 발전 가능성이 크다. 그러나 한국과 중국 사이에는 고대사 문제, 북한요인과 한반도통일문제, 대만문제, 중･미관계 변화 요인 등에 있어서 잠재적 갈등의 가능성을 안고 있는 것도 사실이다. 향후 한･중 관계에 있어서 한국이 가장 중요하게 여기는 부분은 부상하는 중국과 어떻게 평화적으로 공존할 것인가 하는 점이다. 이를 위해서는 첫째, 한･중 양국의 상호인식의 전환이 요구되며 둘째, 21세기 한･중 협력의 기본목표를 구체화하고 셋째, 한･중 양국간 교류채널을 더욱 다원화하며 넷째, 한･중관계 발전 과정에서 ‘호혜평등’이 더욱 강화되고 다섯째, 한･중관계를 다자안보협력의 틀 속에서 제도화하는 노력이 요구된다.
Abstract
This paper aims to inquire into promotion and constraint factors in the South Korea-China relations and suggest ways to develop that relationship. With respect to the future ROK-Sino relationship, the paramount concern is the peaceful coexistence between the two nations. To this end, South Korea should execute the following steps: first, institute perceptional changes, second, set detailed baseline goals for cooperation between South Korea and China in the 21st century, third, diversify exchange channels between the two countries, fourth, place more importance on mutual reciprocity and equity for the development of the South Korea-China relations, and fifth, institutionalize the relationship under the framework of a multilateral security cooperation.
