The Wartime Operational Control over ROK forces in Combined Forces Command is supposed to be transferred to ROK JCS in 17 April 2012. However, there will be serious problems regarding unity of command in case of war if the transfer would not be appropriately complemented. At least, the measures to establish a single commander in case of war should be developed. The measures for the smooth transition from peacetime to wartime in terms of effective conduct of war should also be developed. Without this kind of unity of command, the transfer of Operational Control could jeopardize the security of South Korea.
Abstract
The Wartime Operational Control over ROK forces in Combined Forces Command is supposed to be transferred to ROK JCS in 17 April 2012.
