천안함 사태 이후 동북아정세 변화 전망과 한국의 대응

천안함 폭침 사태에 대해 민군 합동조사단은 천안함이 북한 잠수함정에서 발사된 음향유도 어뢰(CHT-02D)에 의한 수중 폭발로 침몰했다는 내용을 담은 조사결과를 발표했다. 천안함 사태 이전과 이후에서 가장 크게 달라진 것이 있다면그것은 아마도 한반도에 대한 중국의 전략적 의도가 분명해졌다는 점을 들 수있을 것이다. 천안함 사태 이후 남･북 간 대결은 점차 미･중 대결 국면으로 번지는 양상이다. 향후 한반도 정세는 물론 북한의 미래를 전망함에 있어서도 중국변수를 고려해야 할 필요성은 그 어느 때보다도 커질 것으로 보인다. 한국의 과제는 천안함 사태의 매듭짓기를 통해 남북관계를 복원하고 현실적인 대북정책을 재정립하는 것이다. 아울러 우리사회 내부의 남남갈등을 극복하는 한편 대북안보태세를 재정비하는 계기로 삼아야 할 것이다.
Abstract
The civil-military joint investigation team on the Cheonan Incident announced the official report that indicated North Korea’s CHT-02D acoustic-guided torpedo was used to attack the ship. Perhaps one of the most significant differences before and after the Cheonan Incident is that China’s strategic intention over Korean peninsula became clear. After the incident, inter-Korean confrontation has been escalated into US-China tensions. In the near future, the China factor will be more important in speculating either the Korean peninsula situations or the future of North Korean regime. The immediate task for South Korean government is to resume inter-Korean dialogue and reestablish realistic North Korea policy by finding the exit from the Cheonan case. At the same time, South Korea should take efforts to overcome social conflict inside the South, and rachet up defense posture against the North.
