북한의 WMD 확산 위협을 직접적으로 대응하기 위해 미국 주도로 출범된 PSI 10년차를 맞이하여 국제사회의 PSI 적용실태와 문제점을 진단하고 PSI의 발전방향을 모색해 보았다. 북한 WMD의 직접적인 위협을 받고 있는 한국의 입장에서는 이를 대처하기 위해 PSI에 대한 참여 확대 및 활용을 강화하는 것이 바람직하다. 이를 위해 국내법 체계 정비, 대북제재 조치와 PSI 연계, 수출통제 강화, PSI 차단전략의 변화 등이 요구된다.
Abstract
This article is to review the international society’s PSI utilization status and problems in utilizing of it to date and to search for the future directions of the PSI, which is a international regime established by US for countering the NK’s WMD threat in 2003. It is desirable that ROK, which is under the direct NK’s WMD threat, should participate actively in PSI activities and reinforce utilization of PSI. In this perspective, the author emphasizes that ROK should revise its domestic law system, connect its sanctions with PSI interdiction, strengthen its export control system, and change its PSI interdiction strategy.
