본 연구는 군 나라사랑교육 프로그램들의 성과를 측정하는 도구를 개발하는것을 주된 목적으로 하고 있다. 우선 군에서 운영 중인 교육 프로그램들의 현실태를 파악하고, 도구 개발을 위한 이론적 토대 마련을 위해 국가 안보의식,안보교육, 성과측정 도구 개발 등에 관한 선행연구를 분석하였다. 또한 교육 프로그램 관련자 및 교육 참가자들을 대상으로 인터뷰를 실시하였다. 이러한 문헌연구 및 인터뷰 내용을 바탕으로 하여 성과측정 지표 초안을 작성하였고, 그 적절성 및 타당성 검증을 위해 교육 프로그램 관련 전문가들을 대상으로 델파이조사를 실시하고 그 결과를 제시하였다. 분석 결과를 바탕으로 최종적으로 다음의 두 부문 즉, 만족도 및 효과성 부분으로 구성된 교육 성과측정 도구를 확정지었다. 이러한 측정도구의 활용 방법 및 실제 조사 실행 후 분석 결과를 덧붙여제시하였다. 끝으로 이러한 측정도구 개발이 군 내 직접적인 실용적 활용 측면에서 가지는 의의와, 향후 군 및 정부 차원의 안보교육 실행 차원에서 가질 수있는 의의를 제시하였다.
Abstract
The purpose of this study is to develop a effect measurement scale of various national security education programs in military. To satisfy the purpose, first of all we understood the current situation of military education programs and researched the theoretical background about national security consciousness, development of effect measurement scales in advanced researches. And also we interviewed persons in charge of education operation and participants of education programs. On the basis of literature searches and content analysis of interviews, we developed the draft of education effect measurement tool. To verify the appropriateness and validity of this draft, we examined delphi survey targeting practicing professionals and presented analysis results. Finally we determined education effect measurement scales consisting of two parts: satisfaction and effectiveness part of education program. At the end we suggested the practical use method, real survey analysis results and implications of measurement tool development.
