현재 우리 사회는 4차 산업혁명에 따른 사회 및 경제 전반에 관한 변혁의 시작을 눈앞에 두고 있다. 시스템의 자율성(Autonomy in Systems) 혹은 인공지능은 다가올 산업혁명과 더불어 다음 세대의 전쟁(Generation of Warfare)을 구분 지을 수 있는 중요한 원동력중의 하나로 볼 수 있다. 본 연구는 자율능력을 어떻게 관리할 것인지 그 방안을 도출하는 데 중점을 두었으며 이를 위해 다음의 사항들을 고려하였다. 먼저 관련 개념들을 명확히 하기 위해 인공지능 달성이라는 목표를 위한 수단과 사용 분야를 구분하였다. 이 과정에서 능력 기반의 획득이라는 관점에서 자율능력을 갖출 수 있으며, 자율능력은 자동성에서부터 완전 자율성까지의 연속체 성질을 가지는 것으로 정의하였다. 이러한 기본 개념하에 자율무기체계의 현주소를 살펴보고, 어떤 영역에서 군사적 가치와 필요성을 가지는지 분석하였다. 이와 더불어 자율능력의 법적･윤리적 쟁점들을 살펴봄으로써 자율능력이 적법성을 갖추기 위한 방안들도 논의하였다. 이를 토대로 본 연구에서 제시한 자율능력 관리방안은 소프트웨어 중심의 획득체계 발전, 법적･윤리적 쟁점의 이해, 방어목적의 비살상용 자율능력 적극 개발, 대항군 개념의 자율 대행자 활용, 자율능력 시험평가 방법 연구, 기존 체계 및 타 자율 대행자와의 상호작용 연구, 인공지능 기술 및 인력 육성이다. 본 연구에서 제시된 방안이 자율능력 관리의 작은 시작점이 되기를 기대해본다.
Abstract
Autonomy in systems or artificial intelligence (AI) is the one of driving forces for the conceptualization of the next generation of warfare. The research question is how to define and manage autonomous capability in military for the next generation of warfare. To answer this question, this study provides the basic framework of autonomous capability research, describes the current status of autonomous weapon systems, identifies the values of autonomous capability in military, and discusses legal and ethical issues. Based on these considerations, followings are proposed for the management of autonomous capability: development of software intensive acquisition system, understanding legal and ethical issues, active development of non-lethal defensive autonomous capability, utilization of autonomous agents as red teams, research on test and evaluation methods for autonomous capability, research on interactions among autonomous agents and traditional military systems, and fostering AI technologies and related professionals. These can be basic starting points to manage autonomous capability in military.
